I had to look it up. Looks like its an adjustable pressure regulator. Basically dial in your pressure instead of using a different higher pressure cap.

^correct. They've been used on racecars for years. F1 teams use a similar system to run as much as 50psi in their cooling systems, effectively raising the boiling point of their coolant allowing them to race at higher temps. Largus and gauge sold.
